Terms
Using muirkirk.info
These plain-language terms set the boundaries of the independent pilot and explain what residents and organisations can expect.
Pre-launch notice reviewed 3 September 2026.
What the service is
muirkirk.info is an independent community service provided by Ian Barrs. It helps people find official routes, ask practical questions and seek digital support. It is not an emergency service, a council service, professional legal or medical advice, or a guarantee that another organisation will act.
"Received by muirkirk.info" means only that the service received a request. A report has been sent elsewhere only when its status says "Sent with consent" and the transmission has actually been recorded.
Who may submit
Direct form submission is for people aged 16 or over. A younger person should ask a parent, carer, teacher or youth worker to submit with them.
You may use the service for yourself, or for an organisation when you are authorised to do so. An account is optional. You are responsible for keeping any private ticket link or portal sign-in secure.
Safe and fair use
Give information that is accurate to the best of your knowledge and only what is needed. Do not submit emergencies, crime or safeguarding details, health information, illegal material, threats, harassment, malware, secrets, impersonation or another person's confidential information without a lawful reason.
Only upload a photograph you are entitled to share. Avoid identifiable people, vehicle registrations, house interiors and documents unless they are necessary and you have a proper reason to include them.
Reports and official routes
Use the official route shown first. Links, phone numbers and hours are reviewed periodically but providers can change them without notice, so check the receiving organisation's current instructions.
Ian may decline, restrict or delete material that is unsafe, unlawful, abusive, outside the pilot or too sensitive to handle safely. This does not prevent you contacting the responsible official service directly.
Costs and outcomes
Ian will start with free or low-cost options, explain any possible cost before anything happens and will not upsell. Basic administration training and support for eligible community organisations is free.
The aim is to review secure requests within five working days. This is a target, not a guaranteed response or resolution time. The pilot may pause or change when safety, capacity or provider reliability requires it.
Organisation support
Eligibility and any Google or Microsoft nonprofit approval are decided by the relevant provider and are not guaranteed. An organisation owns its own tenant, data, domain and recovery accounts. Ian is added as a delegated administrator only when authorised and necessary.
A microsite, delegated access or larger project may need a separate written agreement covering ownership, content approval, handover and exit. Commercial sites, personal portfolios, party-political campaigning and unsafe or unlawful work are excluded.
Availability, links and changes
The website and its third-party services may be unavailable. A PWA installation does not make forms work offline and requests are never queued for later submission. External services have their own terms and privacy notices.
Material changes will be dated on this page. Changes do not retrospectively expand a sharing consent.
Responsibility
Reasonable care will be taken with information and signposting, but no promise is made that every link, response or outcome will be error-free or continuously available. Nothing in these terms excludes responsibility that cannot lawfully be excluded, including responsibility for fraud or for death or personal injury caused by negligence.
These terms are intended to be governed by Scots law, subject to any consumer or other mandatory rights that apply. The operator's legal capacity, working contact routes and correspondence address remain launch blockers.
